Job Summary:




Department of Economic Security, Division of Aging and Adult Services, seeks an experienced and highly motivated individual to join our team as a Program Administrator within the Long Term Care Ombudsman Program (LTCOP). DAAS supports at-risk Arizonans to meet their basic needs and to live safely, with dignity and independence. Services and programs reach a diverse population of Arizonans.


The Program Administrator is responsible for work of considerable complexity, internally and externally, at the programmatic and operational levels for administering the Statewide operations of LTCOP, which has both stringent federal standards and funding and state-issued funding and requirements. This position plans, organizes, staffs, directs, coordinates, evaluates, and partners with colleagues, leaders, clients, and Federal, State, and local stakeholders to provide strategic, operational, and organizational leadership that strengthens the organization’s capacity to realize its vision. These commitments include oversight of timely responses to Long Term Care Ombudsman complaints statewide; recruitment, training, and ongoing support of local ombudsman staff and volunteers; data collection that drives planning and evaluation of LTCOP projects and initiatives; collecting feedback and improving processes through training, IT system improvements, advocacy, and collaboration; ensuring funding initiatives are fiscally responsible and effective; researching and disseminating critical information to drive system change; and working closely with stakeholders to drive the changes to improve responsiveness, awareness and service provision. Requires intensive and constant communication with high-level members of state organizations, federal grantors, the Governor's Office, legislators, and private and public businesses. Extensive in-state and out-of-state travel is required.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Provides leadership, direction, and guidance to professional and support staff to effectively deliver statewide services to all constituents. Makes hiring decisions of staff on behalf of program.
  • Oversees training and performance of long term care ombudsmen both within state government and by community providers and tribal nations. Ensures adequate staffing levels for all organizations, contingency planning, and program integrity to ensure no delays in the timely response to complaints.
  • Partners with organizations, advocates, and State agencies in planning, policy-making, programming, procedures, and practices to ensure client rights are met. Reviews and recommends revisions to State agency policies, procedures, and practices, and ensures changes are communicated and implemented by agencies.
  • Develops and administers grants, programmatic federal and state reports, and Interagency Service Agreements, Intergovernmental Agreements, and established contracts to ensure alignment with annual work plans, adequate monitoring, and evaluation mechanisms, and proper tracking of outcomes and expenditures, including the preparation and submission of required reports.
  • Oversees development and operations of major initiatives, including IT system development, to ensure program advancements are made at the speed of the needs of Arizona's aging population and growth within the amount of long term care facilities statewide.
  • Works with internal finance team to prepare annual program budget. Approves expenditures in accordance with budget.
  • Services as liaison and primary point of contact for federal and state audits, performance monitoring, legislative proposals, and performs substantial advocacy for LTCO clients. Must be willing and qualified to become a Registered Lobbyist who will testify before the AZ Senate and House.
  • In state and out of state travel, contact with vulnerable adults.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:

  • Effective development and delivery of human service programs and services - Relevant experience overseeing federal and/or state programs, with specific experience related to long-term care and advocacy.
  • Fundamentals of strategic planning, budget development, expenditure control, and accounting.
  • Management and supervisory techniques
  • Understanding of state and federal governing policies and regulatory processes relating to long term care facilities
  • Applicable federal and state laws/regulations/policy to ensure that activities fall within the Office of the Long-term Care Ombudsman’s authority

Selective Preference(s):

Required:

  • Bachelor's degree in public administration, public policy, social work, gerontology, business administration, or related field and 5 years progressive leadership experience required.
  • Demonstrated experience with program monitoring and design, contract management, and public policy research, development and implementation required.

Preferred:

  • Experience with legislative process, writing budget or policy proposals and/or advocacy highly preferred.

  • In and out-of-state travel is required. Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.
  • A.R.S. 41-1968 Employee shall have a valid, unrestricted Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1758.07 in order to work with children and vulnerable adults, prior to the start of their employment.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
